HOW AND WHAT TYPE

Kathmandu, 04 June, The April mega earthquake and its aftershocks of high magnitude in N41epal killed almost 9000 people and injured more than 2300. Thousands of houses were destroyed and people became homeless in mostly affected districts. It also destroyed the historical monuments which were identification to Nepal. Though aftershocks has not completely vanished but people put their fear aside and unified to make the shelters with the ray of hope to rebuild Nepal once again with whatever usable local resources is available.

After the earthquake, frequent dialogues, discussion and meeting are being held among civil societies, governments, non-governments, international authorities and different other stake holders regarding the reconstruction and restructuring the Nepal but these meetings could not conclude to what type of reconstruction is needed in Nepal. During this period our new constitution is also on drafting phase, in the discussion of new constitution and nation restructuring it is mandatory to include what type of physical reconstruction we need.

With this background Green Foundation Nepal convened a dialogue on How and What type of United and common model of restructure and reconstruction can be build post the earthquake in damaged areas. The dialogue was held on the date of 3 June 2015 at Uddhami Ghar, Buddhanagar. It was witnessed by huge participation of stakeholders from governmental, civil societies, federations and non- governmental organizations working in natural resources. The objectives are to find out the role of stake holders in the rebuilding process of societies, how to move forward and what type of advocacy civil societies can do in reconstruction and restructuring process.

The main speaker of this session was Mr. Hari Rokka, Analyst, where he presented the slides in the economic and politic aspect of earthquake management. He focused the policy formation is must and put in head during this time. Resettlement is necessary but government has proved its weakness regarding the restructuring and reconstruction process. The community does not have much knowledge in earthquake so they are easily trapped by the fake news and rumors being disseminated by wrong people in the communities and become afraid.  Similarly, Thakur Bhandari from FECOFUN said instead of wasting time in changing government political leaders must think on habitat change of communities as it is not going to be adjustable to the communities. Mr. Somat Ghimire spoke that local government is necessary for planning during restructuring process as they can put forward local mechanism for reconstruction. In Nepal civilization of different communities varies with each other, so everyone has to respect this cultural background while resettling the habitats. Mr Bhola Khatiwada shared his experiences gained during the distribution of relief fund that though this disastrous event lost everything but people in communities are optimistic to rise again. Likewise, Ms. Bharati Pathak said discussion in these issues should be continued in deeper way by civil societies.

Many other stakeholders focused in formation of policy which can bind people legally and good governance can be maintained in restructuring and reconstruction task.
